This is a small parking lot by the Rillito River just off of Swan Road. From the intersection of Camp Lowell and Swan, take Swan north 1/2 mile. On the east or right side of Swan Road is a blue sign that says Rillito River Park. Enter there even though it looks like a condominium complex. Turn left immediately after entering. This road takes you back to the parking lot.
